Description:

  • Perform maintenance tasks in EMS through bug fixes and minor enhancements

  • Implement a dispute/reversal mechanism of completed evaluations

  • Implement a workflow process for submitting a contract performance evaluation (PE) to PASSPort

  • System Integration between EMS and PASSPort to electronically transmit PEs

  • Make modifications to incident reporting in preparation for go-live and during post-production support

  • Incorporate worksite inspection and compliance into EMS

  • Add integration for Program Sites for application consumption such as DiscoverDYCD

 

Responsibilities:

 

  • Working on the current list of bugs and changes reported by business users

  • Make modifications to incident reporting in preparation for go-live and during post production support

  • Provide a dispute mechanism for the providers to challenge SAPs (Action Plan)or CAPs (Corrective Action Plan)resulting from an evaluation

  • Provide a mechanism for program staff to modify an evaluation based on the provider dispute or reject the dispute

  • Route disputes based on business rules that will be defined by a committee at DYCD

  • Implementing a scoring formula that will aggregate all completed evaluations per contract in a fiscal year

  • Providing a mechanism for program staff to override the evaluation initially (the first year) and provide the ability to disable this feature in the future

  • Providing a mechanism for the fiscal/budget staff to enter a financial score

  • Allow the Agency Chief Contracting Office (ACCO) to accept or send an evaluation back to the program or fiscal staff. This mechanism can be invoked as result of the ACCO not agreeing with the evaluation result or because of an accepted dispute initiated in PASSPort (Citywide vendor evaluation system)

  • Provide an ability for ACCO to transmit the performance evaluation (PE) electronically to PASSPort

  • Modify the security model of EMS to be in line with the security model of PTS. For example, a supervisor should be able to view and perform the functions of her/his reports. This should apply to both evaluations and incident reporting

  • Incorporate worksite inspections (initial and compliance) into EMS and integrate it with the security model of PTS (Participant Tracking System) and EMS

  • Modify the existing legacy process of transmitting evaluations to VENDEX to transmit evaluations to PASSPort. The existing process currently being performed in ECMS will need to be used for the FY2018 before it is migrated to EMS
